Different for Different People?

Is it the same for everybody or is it different depending on who you are or where you live?

About 13 million people, about 1/3 of the population, live in Buenos Aires province. 

Buenos Aires is so populated because that is where the settlers first came in and since, there hasn’t been a good enough reason for everyone to move, so most people just stayed and built up the city even more, to make there even less reason to leave.

The south isn’t so populated because it’s cold, so cold that the average for some of the southern provinces are down to 5 degrees Celsius.
